Does anyone know how to set your actions to certain F Keys?

I believe when you create the action in photoshop, you assign whatever key combination you'd like in the dialogue box that pops up. Does that make sense?

Just double click the action and it'll give you the option

On my PC system: Double-clicking the action name allows me to rename the action.
Instead, click on the "right arrow" symbol next to the Action Tab, select Action Options...
VOILA!

Hey! O.K., I see how you can set the F number...but then when I go to use it....nothing happens. For instance my F1 key is already assigned to make my screen darker...so that's all that happens... So, then I assigned it Shift F1 and the same thing happened... Am I missing a step?

If your on a apple laptop there is a little fn key you have to push too it is on the bottom left corner of the key board.
