Any rooftop location in downtown Los Angeles where I won't get kicked out?

Try a parking garage. Many times they have a top floor on the roof.

Find that spot where U2 filmed "Where the Streets Have No Name"...oh, wait, they got kicked off that rooftop due to the throngs of lpeople they attracted and the resulting traffic jams...
