The message isn't that Kohl's doesn't care, Kohl's has lousy management or Kohl's is messy.

oh man-- i hate kohls. my dad LOVES it, and is they type of person who will shop there for literally 2-3 hours, picking through all the sale racks. IT DRIVES ME NUTS! Now I just dont shop w/ him anymore.
Praise the Lord for Nordstrom's.
