Have you ever had to get a Liability Certificate to shoot pictures at a venue, specifically the Ritz Carlton in Laguna Niguel California?

I had to have one for a CHURCH here in April.

They are fairly easy to get, just allow several weeks to do so. Allow a couple of hundred bucks for it. PPA is set up to help you, or you can call any insurance company that offers Business Liability.

Have had to get one twice now. Like Mark said, give yourself some time.

This is a routine business document if you have business insurance. You should be able to call your insurance company and ask for a "Certificate of Liability". They will ask you who it is for and the date and fax / send it over to the venue right away.
In my area $1 million of liability coverage is standard and it should take you less than 5 minutes to get the certificate issued if you have liability insurance.
If there is a problem that you cause the venue wants to know that you are covered.

Check around to see how much they require. I've had a couple venues that require $2 million in liability insurance.

Yes..I have liability insurance and I picked up my certificate of liability insurance today from State Farm....but this is the first time I have ever had to have one.....didn't even
know I needed one until someone that is second shooting for me in Ontario this saturday asked me if I had a certificate of liability to shoot at the Ritz, so I looked into it and got one....is this something that venues are starting to do more and more???

Some venues ask for it and some don't. So far for me this year, only the Langham (used to be the Ritz Carlton in Pasadena) required it:
"The Hotel requires a valid certificate evidencing a minimum of $1,000,000 of comprehensive general liability and a minimum of $1,000,000 of workers compensation coverage from all vendors working at the Hotel. The Langham, Huntington Hotel & Spa must be named as additional insured in these documents. The Hotel contracted Client is responsible for ensuring that proof of insurance and a signed copy of this document by each vendor are provided to the Hotel Meetings and Special Events Manager at least two weeks prior to the event."

I've only ever been asked by the Ritz for one. Must be their corporate policy.
