Open a new Photoshop document - the same size as you want the final PDF to be (4x6, 8.5x11, whatever)
design the document with the JPGs you want to use
Go to File>Print>Print as PDF
Done

Another option.... a while back I downloaded a FREE program that allows me to turn jpgs into pdfs. It will also allow me to select multiple jpgs AND pdfs and combine them into one pdf file. It is SUPER easy and fast. The application is simply called "Combine pdfs." I don't remember where I found it, but a Google search or the like would prolly turn it up. Oh, and it is for Mac.

EDIT: I just did a quick search and I believe this is it.
