I don't know if it would be a 'Photoshop' program or just one that applies the 'filter' ..
but it makes the picture look a little 'scratchy' almost like an older photograph? it possibly changes it to sepia or something as well, but I assume that would just be something done before or after the fact.

There are seveal Photoshop actions that would give you that look. If you don't have it already,pick up the TRA (Totally Rad Actions) from Boutwell - he was one in there that gives you kind of that look.

If you are just looking to add the scratches you may need to look into textures to overlay on the image.
