Album credits are simply money applied to the purchase of an album, and there are various ways this is done. Some photogs offer a large enough credit to cover the price of a basic album, others to cover a standard album.
Some include the credit in their package(s), others allow money to be paid at the time of booking to go towards the album along with a discount for doing so.
The credit is incentive for the client to acquire an album, whether or not the full price of that album is covered by the credit. And most photographers (I assume) who offer credit is using some form of pre-design method.

i use credits because we don't have any photos, yet!!
how many pics, how many pages? which ones will be panoramic - will there even be one you want as a pano? NO ONE knows! we haven't taken any pics!!!
i usually say this exact thing to clients to explain the credit.
then i give them the stats... the minimum book os 20 pages, most of my books will preview at about 60-70 and they can choose whatever pages they want. most clients opt for around 50 pages. the smallest book has been 30, the largest 82. the reason for their credit is to get a bonus before the wedding - any $$ paid to their album credit earns an additional 10%.
