I was wondering if anybody knows if the client downloads the MP4 for the iPod if they can burn that on to DVD so they can watch it on a television. I don't think you can but I might be wrong. Let me know if this is at all possible Thanks.

Yes they can. It depends on what software they have though.
iMovie and iDVD can import these and burn them to a DVD easily, almost automatically. If they are on a PC they might have more trouble finding a program that can do it.
