In my laundry room I have fluorescent lights.. and they haven't worked in about a year! I bought replacement bulbs, and put them in... correctly I think.. but they just flicker? I heard there might be a third part I need? or something?

You might need to change your starters.

Look for this on your neon:

unscrew it (you might need to take the neon off). Take it to the hardware store or any store selling neon lamps. Make sure you get exactly the same model (same wattage).
Put the new one in and on goes your lamp. I would do it for you if I weren't thousands of miles from you
